Some argue that decriminalizing drug possession would open their country to "drug tourists" and exacerbate existing drug problems. Now after nearly 10 years since Portugal decriminalized illegal drugs a report was released by the Cato Institute, a libertarian think tank, which suggests otherwise. Compared to the European Union and the U.S., Portugal's drug use numbers are impressively low.
